In addition to the brightness slider, the following command also reports
maximum brightness while the screen is dim:
cat /sys/class/backlight/acpi_video0/brightness
Typing this command fixes brightness immediately:
echo 50 | sudo tee /sys/class/backlight/acpi_video0/b
It has nothing to do with webapps-applications. I was just using another
bug report as a template and somehow webapps-applications remained in
the affects even though I changed it to fglrx, which was automatically
changed to fglrx-installer.
