I noticed this issue affects my system mentioned above under WinXP too.
Even more with WinXP.
So I think this whole "bug" is hardware -related. This bug is not to
blame Linux.

Exactly the same symptoms. Connected to HP L2245wg via Display port.
Using Linux mint Cinnamon 64 bit with standard HP dc 7900 sff. Intel
chipset and graphics integrated.
The black 1 second blink seems to come when surfing, especially after
rolling extensively with mouse-roll-wheel.

I've got two Samsung P2450 monitors and am seeing something similar.
Monitor A was deployed as as the external monitor connected to the
Ubuntu laptop docking station using DVI-D. Laptop has Nvidia GeForce Go
7600.
Monitor B was the secondary monitor on a Windows XP Gaming PC with
Nvidia 9800GT us

If this re-appears with the new connector, could you please run the
command “echo 0x4 | sudo tee /sys/module/drm/parameters/debug”, wait for
a couple of blanks, and then run “dmesg > monitor-blank.dmesg”.
