It seems like it's fixed for after login, but I have noticed that
touchscreen backs to relative on every switch from console to X server
(CTL+ALT+F1 > CTL+ALT+F7). Don't know if it's related to the same thing.

Try messing around with MaxZ value in 10-wacom.config (or 50-wacom.config) in
/usr/lib/X11/xorg.conf.d/.
I had similar issue on my Lenovo TabletPC, and it turns out that setting MaxZ
value to 256 (or close) solved the pressure issue - maybe this is the same
