I couldn't reproduce the issue on an 18.04 live USB. But it has
recently been intermittent for me on 17.10, too. The laptop going to
suspend seems to be a necessary but not sufficient condition for
triggering it.

I enabled two-finger scroll for my touchpad in Settings. Initially, it
worked fine. However, after closing the laptop lid and suspending the
computer, three fingers are needed to scroll. Two fingers just moves
the pointer, as with one finger. Toggling the setting does not
