I was able to get fglrx and fglrx installed. What I did was download both the main ubuntu driver, and the non-x driver which is fglrx-core from amd's website. I dpkg -i fglrx-core.deb and apt-get install gksu and libgcc1 and by this time apt-get -f install (without any packages) was displayed to fi
