This seems to be in multiple bug reports, I did not realize this one was
still open. I have not seen the issue in a while, I have now been able
to pan on the original ACER nettop I had the issue with as well as other
dissimilar configurations. For me I am considering this fixed.

Panning in a virtual monitor is not pos
The bug affecting dual monitors was to keep things from going off the
edge of the screen of the smaller monitor. In fixing that bug the signal
to pan in xorg was disabled due to the fact the mouse does not go off
the screen to signal the need to scroll.

Unfortunately I do not have time to triage this myself, normally I like
to post solutions with bug reports. In any case I would like to see some
priority given to this, certain system menus in Linux have poor UI
design and are unusable without panning on netbooks.
