I figured the drivers I installed for Lutris might have been a problem.
So I tried to undo what I did back in November when I set this puppy up
for a LAN party. I unstalled a few things
$ sudo apt remove nvidia-driver-440 libnvidia-gl-440 libnvidia-gl-440:i386
$ sudo apt remove libvulkan1 libvulka

I have got news. I do not have this problem anymore on my whole system.
Right now it is limited to the Telegram app (installed over flatpak).
I watched for this bug on other flatpak applications as well, such as
Green with envy and discord, discord uses
org.freedesktop.Platform/x86_64/19.08 as its
I tried uninstalling and reinstalling the Nvidia driver. As of now it
looks as if the problem has been fixed. I will report tomorrow if the
problem has reappeared. Thank you for your help.

The gnome DE and some programs such as Telegram randomly freeze for ca a
second and then recover again. This occurs ~5 times every minute. There
are however applications which do work flawlessly, such as overwatch
over lutris.
