weston does not fallback gracefully if $XDG_RUNTIME_DIR is no
As said in the linked upstream bug, this bug was solved somewhere in the
upstream git repo before the 8th November 2020, so before weston 10 was
released. That means it is fixed since at least Ubuntu 23.04.
