Found a workaround: install xserver-xorg-hwe, it has a newer version
with normal behavior.

It is not a bug, its a feature. To speed up the typing. Set the layout
change on CapsLock. (In a case you need old caps behavior, you get it
with shift + Caoslock)

I would say, that change on Keypress _must_ be the default behavior,
because in an opposite case, there are problems of typing, if toogle in
on CapsLock, and you are typing rapidly.

The behavior is odd and is a reason of a lot of errors due the typing.
Moreover it is not possible to switch rapidly between the layouts,
particularly, when typing something in both idioms. O working with vim.
How to restore the old behavior to change the layout on Keypress?
The fix will also be coming with Ubuntu 20.04, is that right?
