So I'm using an HP 840 G5, connected with USB TypeC to Dock G4 which feeds two
DP screens.
After each wake from S3 sleep, both displays are flickering and all the cores
are clocked to 3,6
I enabled bionic-proposed channel to upgrade the system and there is no
confliction.

Yes I can see those kernel errors causing delays in your logs. They seem
to be referring to the motherboard:

That's probably either a hardware fault or a kernel
This looks like bug 982889, but that was fixed in 2013.
Still, since this is the only remaining instance of this bug I have
heard of I would recommend upgrading to Ubuntu 18.04. It is also a long
term support release and if you find gnome-shell is not well suited to
this machine then you can still

when i upgraded my system from 19.04 to 19.10 with latest kernel
5.3.0-19-generic everything works fine except when the system goes to sleep and
on wakeup the brighness goes to maximum even fresh install of ubuntu 19.10 has
the same problem .
