To verify if the problem really is with libinput please try:
1. Install the old Xorg touchpad driver:
sudo apt install xserver-xorg-input-synaptics
2. Reboot and then only log into Xorg sessions.
If that avoids the problem then please confirm by:
3. sudo apt remove xserver-xorg-input-synapt
Browsing the Xorg modesetting source code it appears that might be to
blame too, since it seems to try to use atomic mode setting.

You can certainly try using the old non-modesetting driver. To do that
you need to add a xorg.conf file forcing Xorg to use the old 'intel'
driver instead. Something like:

driver, disable the present extension, or disable page flipping? I don't
really know what the impact of any of those would be, but the freezes
are getting pretty impactful for me.

Quite hard to get meaningful errors / logs, but I'll try to explain the
best I can.
I'm running on a Dell XPS 9370 (the developer edition).
I was running 18.04 on Wayland and have updated to 19.04 using the `do-
release-upgrade` executable to 18.10 and then `do-release-upgra

At random intervals desktop freezes. mouse does not function. Sometimes Alt+Tab
works.
I use virtualbox. Sometimes it captures the mouse and dont release it, and it
take a few seconds to recognise that.
