I suspect Xorg using high CPU is due to the rendering load of some
graphical app(s) like gnome-system-monitor.
Please close gnome-system-monitor and all other graphical apps and then
try running just 'top'. Please then send us fresh 'top' command output.

I tried to test with the mesa from ppa:canonical-x/x-staging
But there is a dependency issue in that PPA - I can't install all packages from
there.
It seems most of the X* packages will need a transition for the new mesa and
those are not in this ppa right now.
Installing all that I can
testing on bionic with bionic-proposed enabled
I can successfully install libxcb-xinput-dev and libxcb-xinput0 and they
contain the necessary files. I can install libxcb* and it includes the
same files as before.
