Per the documentation [1], this is a bug in mutter/gnome-shell. Not a
bug in libinput.

@Update: Disabling DP1.2 and DDC/CI on the monitors seems to solve this.
The monitors are Dell U2415.

If I only set the "Switch off after" Display setting to >1 Minute and leave
the other settings("Blank after" and "Put to sleep after") at 0(Never),
then the display wakes up normally!
This was tested on the originally affected system(s) and required no
customized xorg.con
If the hardware issues a hotplug irq when the cable is still connected,
there's not much the driver can do, really. We check the link on
hotplug, it's still there, do nothing. The HDMI live status checks that
have been merged *might* help a bit, but otherwise, I'm closing as
WONTFIX.

@bbethge, your solution worked for me. After creating xorg.conf and
enabling intel driver screen wakes up after lock and behaviour is right.
Xubuntu 18.10, Intel(R) HD Graphics 620 (Kaby Lake GT2).
