vaapi VP9 hardware decoding not worki
so in 18.10 this is stil the case?
I am running with i965-va-driver-shader and it is not offering VP9 decoding…

On 18.04LTS, installing clang-tools and clang-tidy [1] is not enough to
run "run-clang-tidy" script, it is provided but broken since it depends
on python-yaml (and has an "import yaml" at start of a python file).
LLVM7 is not affected[2] (default on 18.10+).
