This is still a problem in 396.45 on Ubuntu 16.04. The minimal test case
fails, and EGL doesn't work cleanly. Tested on clean installation with
an Nvidia Titan Xp and Titan X (Pascal).

I can confirm I have what I believe to be this bug in 16.04. All
packages updated to current. Have also downloaded latest 16.04 LTS
release .iso and run it off a USB drive. Same symptoms.

When using my Quadro K620 with the nouveau driver, the screen
scintillates. This is more perceptible on the SDDM login screen and when
viewing the desktop background. This does not happen when driving the
GPU with the closed NVIDIA driver.
