This bug should have been fixed yesterday, though. Can you explain how
your upgrade happened? Did you notice any error
but first, are you using the stock X stack.. what does 'apt-cache policy
xserver-xorg-core' show?

Thanks for the prompt response. I've deleted the
/etc/X11/xorg.conf.failsafe and restarted the laptop. But still I cannot
set a proprietary driver and cannot plugin a secondary monitor.
Given below are the only two driver versions that was available as I updated
Ubuntu 16.04 to 18.04.

Just delete it and everything should work.
