Yes it sounds/looks like a signalling frequency problem if not a cable
fault.
Check out bug 1606103 where some frequency problems with the modesetting
driver are being investigated.

Your system was crippled already when it was on 16.04. You probably
still have libgbm1-lts-wily or such installed which diverted the lib,
because on 14.04.x the original had to be used.

I was able to reproduce this bug on a Pentium 4 with a GeForce 6600.
Installing nvidia-304 rather than updates gives the exact same problem.
I will try to reproduce it with a different 6600 to see if it has to do
with the maker (my current card is a PNY).

After using my system for a period of time, usually less than an hour,
the screen starts to corrupt. It will vary in intensity, until the
system either crashes, or everything goes back to normal for a while.
When the system does crash, not even the sysrq-key works.

I reinstalled the package, no dice. I then looked around for it, and
found that it had been renamed to old.libgbm1.so, along with the file it
linked to. I renamed both, removing the "old.", and now 3D works. It's
definitely still a bug though.
