I also tried the version in proposed, 1:0.2.91.7 and it still doesn't
work.

I can confirm now that downgrading to ubuntu-drivers-common=1:0.2.91.4
as suggested by Fabio actually seems to work, whereas ubuntu-drivers-
common=1:0.2.91.5 was not enough. I also didn't have to reinstall nvidia
drivers, the downgrade alone seems to be enough.

As far as I can tell, it is already clear that XKB specifications needs
to be extended for this to be cleanly solved. While Ilya's hack works
for many people, and as much as I would like to see this fixed, I
understand why it is unacceptable to the developers. So, trying to delve
into XKB specs now
Also until bug is solved I suggest to lock ubuntu-drivers-common upgrade by:
sudo echo “ubuntu-drivers-common hold” | sudo dpkg –set-selections

I have identified this bug after many tries upgrading and downgrading
packages.
---TEMPORARY SOLUTION---
The issue does not happen if
1)I purge nvidia drivers
OR
if I downgrade to
2) sudo apt-get install ubuntu-drivers-common=1:0.2.91.4
** Also affects: nvidia-graphics-drivers-331 (Ubuntu)
Great. If you don't mind me asking how I can get this fix? I've checked
my package version and it's still on 2.99.910

If I either blacklist nouveau or remove the xserver-xorg-video-nouveau package
then everything works as expected with the current xserver-xorg-video-intel
package.
This also *seems* to make restarts & shutdowns more reliable & makes going to a
tty not be liable to cause some sort of looping kern

There's a project (created by me) which tries to work around this
limitation of X by providing a daemon-like app intercepting Ctrl+Shift+U
and allowing to enter UTF-32 character codes:
