Many thanks, I ran your suggested:
sudo apt-get install xserver-xorg-lts-raring linux-generic-lts-raring
installation; took the system all the way down and then booted up from a
cold start and everything now seems to be working normally.

Sorry, I forgot apport is not so advance with Ubuntu 12.04 (but you
shouldn't run it with sudo at any rate) :\

13.9 is supposedly based on an older fglrx driver according to this
post: http://devgurus.amd.com/message/132
I will not be filing a bug on Ubuntu as I don't use fglrx-updates
package from Ubuntu. Last time I tried those drivers on 12.10, the
results were disastrous.

Update: I downgraded back to 13.04 and the problem vanished, thus
confirming that one of the upgraded packages is causing it. However, I
am still running the 3.11.0-7-generic kernel, so it's something else.
One way to uncover the culprit would be to update to 13.10 incrementally
just a few pack
