I've been using iTeamwork http://www.iteamwork.com - the free online
version. You can have paid customised versions, or paid versions to run
on your own server.
I don't know if it has everything you need - I only needed the basic
project stuff, like who's doing it, when is it due, sub-tasks, etc.

There is Project Manager that does the usual Gannt charts and some basic
project time and stepping stone planning which has worked for me in the
past.
