For some reason mysql-server didn't want to install correctly. The system
was under heavy stress while installing that package. I tried to reinstall
mysql-server and that succeeded as it did for phpmyadmin as well. Seems to
be a weird bug when the system is under heavy load.

No problem with continous synchronisation! Problem was: /etc/default/ntpdate
says NTPDATE_USE_NTP_CONF=yes.
But /etc/ntp.conf does not exist, because ntp is not installed. ->
nptdate-debian fails. At least I think so, because my system time was not
correct.

To trigger this issue, run `sudo apt install python3-all
python3-waitress`. On an up to date wily, I have no problems. However,
if I enable -proposed and do the same thing, python3-waitress fails to
install.
Note that I discovered this issue when investigating why python-peca
python-pecan 0.8.2-1ubuntu2 built successfully and is available in
Ubuntu Wily, so this issue has been resolved.
Based on the error message I got and the patch [1] applied in waitress
0.8.9-2ubuntu1 I reckon that was the thing which fixed it.

unstable. Since this package carries some Ubuntu-specific changes, it
