For what it's worth, the same version of libpam-ldap has been present in
Ubuntu since (at least) 15.04. So I don't think the bug is in libpam-
ldap.
When the login service fails, did you obtain the logs for it to see why
it failed?
More than likely this is a systemd change, but it's unclear yet.
I would subscribe ~ubuntu-archive to this and ask for some AA help if
there is going to need to be done in a side PPA.

Tested, as per usual, by installing php in a LXD 16.04 container and
then upgrading to the versions in -proposed. Everything went smoothly:
# apt policy php7.0
php7.0:
Installed: 7.0.18-0ubuntu0.16.04.1
Candidate: 7.0.18-0ubuntu0.16.04.1
Version table:

Installed in libapache2-mod-php7.0 without -proposed enabled. apache2 is
not installed/started.
Upgraded to the version from -proposed and:

Set up LXD container of 16.04. Ran the testcase in the description with
the actual and expected results before/after the upgrade to the proposed
versions. Testcase passes with the following versions:
# apt policy php7.0-cli
php7.0-cli:
Installed: 7.0.18-0ubuntu0.16.04.1
Candidate: 7.0.18-0ubun
To be clear, this bug is in example code to demonstrate how one uses
libnghttp2, not in any actual libnghttp2 code.
