Narrowed this down to Cloud-init. Cloud-init is not selecting the right device,
and is reconfiguring Grub to use /dev/sda:

When booting Oneiric images with the commandline paramater "ubuntu-
pass=ubuntu ds=nocloud", cloud-init does not set the users password.
Also, cloud-init should have an option for unlocking the ubuntu-user to
enable use of console/KVM user of the images.

Thank you for reporting this bug, however, I'm marking this as invalid.
The current supported kernel for Lucid is 2.6.33. While you are running
a newer kernel version, the packaging for DRBD is designed to support
the default kernel line.

vsftp's configuration and the contents of /etc/pam.d/common-session,
/etc/pam.d/vsftp and relavent logs.
