This is not an issue with the postgresql packages shipped with Ubuntu:

Note that in this last set of examples you were using the systemd
resolver (127.0.0.53). Which might be setup (or not) to query the bind
server you are testing.
I suggest to always start from a clean slate in that case. You can clear
the systemd resolver cache by running:
sudo systemd-resolve --f
Can you elaborate a bit on how you are joining the domain, and the
output you are getting? The upstream bug and this one are not showing
that particular detail, they only say that "net ads join fails".

This was fixed in cosmic in 7.4.3+git20161207-2ubuntu2. The bug didn't
auto-close because the bug number wasn't correctly mentioned in the
changelog of the package (it missed a "#").
I added tasks for xenial and bionic.

being mentioned in the git log. I checked master and the v4-7-test
branch.
Do you have a pointer to an upstream bug, or somewhere where this was
reported or fixed?
Could you share your smb.conf, sanitized if needed?
Have you configured the ubuntu server to use the windows AD as its DNS?
Do you use kerberos authentication, or username/password, when calling
net ads join?
