I can confirm that this problem does not appear on machines running
10.04 (which does appear to wait until apache stops), only on one which
has 8.04

I'm unable to reproduce this on 10.10. I tried with something like:
while : ; do apt-get install --reinstall apache2-mpm-worker; done
I see messages to the console like:
