I have verified that upgrading (with proposed enabled) from trusty to
vivid does upgrade all the juju-core related packages from 1.22.6 to
1.24.6. Juju works before and after the upgrade.

updates from trusty to vivid will fail when juju-core is install
Hello Seth, or anyone else affected,
Accepted juju-core into vivid-proposed. The package will build now and
be available at https://launchpad.net/ubuntu/+source/juju-
core/1.24.6-0ubuntu1~15.04.1 in a few hours, and then in the -proposed
repository.
