OK, so I think we should stick to 5.5. in Utopic then. I'll mark

My personal suggestion would be to stick with 5.5. in utopic.
You can use master-5.5 branch for that.
People can always use PPAs to update to 5.6 when it's ready (f.e. my
ppa:ondrej/php5-5.6).

Are we going to get bunch of bugs filed after Utopic's release asking us
to update Utopic to 5.6 when it is released? If so, is somebody prepared
to go through and SRU each change between now and release, or are we
going to refuse to do it and stick to rc3 in Utopic forever?

We are in RC3, and I presume we are close to a release.
Accepting 5.6 RC3 now, and doing the transition will make the process in
updating to the final release much smoother.
BTW utopic won't likely be used for servers, so php usage can be quite
limited
