The bug has apparently been fixed upstream (in irqbalance):

The problem persists in Ubuntu 14.04.1 LTS, package irqbalance
1.0.6-2ubuntu0.14.04.1 (amd64).
The workaround I'm using is to add
OPTIONS="--hi
I'm still seeing the problem in 14.04, with irqbalance-1.0.6-2
