According to flags.py, the metadata endpoint is enabled by default:
cfg.ListOpt('enabled_apis',
default=['ec2', 'osapi_compute', 'osapi_volume', 'metadata'],
help='a list of APIs to enable by default'),
So, on the packaging side we need to ship the filter

needs to be deployed with nova-api binary.
