Hi Serge,
Thank you for your insights. I did aptitude full-upgrade and was indeed
annoyed by hung apt/dpkg processes running without a terminal attached.
Also, there were whiptail processes stuck in an endless loop.
Unfortunately, the entire system kind of crashed (only ping from outside
worked)

Observed behaviour:
Changing password for ubuntu.
(current) UNIX password:
passwd: System error
passwd: password unchanged
Expected behaviour: "Enter new UNIX password" prompt.
Workaround:

solution didn't work for me. I wouldn't consider this bug triaged yet
