AFAIU, this is not a problem in pm-utils but in gnome-shell.
Also, the fedora ticket indicates that the option is actually available
when using ALT. See docs : https://help.gnome.org/users/gnome-
help/stable/shell-exit.html.en (under "Suspend" heading).

I'm not sure this is purely virt-manager problem, as it seems to happen
also when using libvirt's virsh.
So may need to be reassigned to libvirt actually.
