I am having this same problem. fuser has 23898 defunct processes now on
my server. 11.10 x64. nginx, php5-fpm, php-apc.

I seem to have a similar problem in natty, but it happens only
occasionally. I can successfully connect about 70% of the time. Using
openssh-client 1:5.6p1-2ubuntu3.

Gökdeniz Karadağ - your solution doesn't work on Ubuntu 8.10.
I had completely removed NetworkManager and put correct configuration lines
into the interfaces file (network connection is working fine) and this did not
changed anything.
Your previous solution did the trick. So thank you very much

Binary package hint: bind9
On startup, bind9 would start before the NetworkManager DHCP, causing it
to 'bind' (sorry for the pun) to the loopback interface. After bootup,
I could fix this by restarting the bind9 service. That's annoying, so I
changed the boot priority to 91
