Thanks for reporting this bug. I can't reproduce it on a new trusty VM.
The package versions don't quite seem to make sense. Current package versions
are:
cgroup-lite | 1.1 | precise | source
cgroup-lite | 1.1.5 | precise-updates | source
cgroup-lite | 1.9 | trusty | s

installed with Icehouse) a middleware error crops up in Neutron.
It's easiest to show by showing what the dist sets in each of these
releases:

This doesn't appear to be purely a charm issue. When I apt-get install
heat-api on a fresh trusty instance, I do not have an
/etc/heat/templates/ dir.
Suspect this is a packaging issue, as the package source does contain the awol
items:

even have TLS support in it!
This is both useless and insecure. The obvious solution would be to switch to
adequate version and get TLS support enabled by default.
