to when the cloud archive used by trusty (http://ubuntu-
cloud.archive.canonical.com/ubuntu/dists/trusty-updates/) would be
updated to point to this new libvirt cloud level. (sorry for being a
newbie on this).

The Havana pocket of the Cloud Archive was EOL'ed in July last year (see
[0]).
As its no longer supported, there won't be any updates to the qemu
package in this part of the Cloud Archive.
This applies to *all* packages in the Havana pocket - users really need
to be moving to 14.04 or Icehouse on
Marking Won't Fix - Havana is no longer in any supported Ubuntu release
or Cloud Archive pocket.
