If the server is configured for DHCP and you later change it to static,
the dhcp client daemon still goes out and requests a DHCP address.

Ok, the patch doesn't actually fix the bug. It appeared to in that
after running the server with the patch applied client certificate
validation succeeded, however, it appears this bug is actually
intermittent as, even with the patched package, the server is now
complaining that the client has not
I think going forward with this ticket instead of the much older bug
61619 is preferable.
ntpdate has been deprecated upstream for a long time as previously
pointed out. The NTP code has seen numerous security vulnerabilities and
we have to assume that ntpdate is not receiving the same scrutiny
