I simply renamed the offending debian.gz file to debian.gzx via root
actions in Dolphin and then fixed broken packages in synaptic.

Every time I change it to Private Security it reverts.

so to clarify above, i could not recreate the error on amd64, but it
most certainly *does* fail on arm64 (AArch64).
