This bug is not invalid, using "service apache2 restart", which I belive
is the proper procedure for restarting the apache2 server, the server
fails to start due to the missing folder.

This is a grub-legacy issue, not the vmbuilder' itself. It seems that
the problem is when grub tries to do setup step on ext4 fs with inode
size > 128 (256 in particular). Interesting thing is that sometimes this
step actually passes, so it might seem like a random failure. On recent

I have run Clint's test case (from the Debian bug) of:

on Trusty (php5-cli 5.5.3+dfsg-1ubuntu3).

I just tested upstart 1.5-0ubuntu7.2 from Precise. This fails with
"signal USR2" with the error "Unknown stanza", and refuses to process
the job. So this will only work with upstart >= 1.10.0. It looks like
this first became available in Debian unstable only a few days ago.

This was fixed in Trusty in 3.3.1-1ubuntu1, which picked up the Debian
fix. For Saucy, I've prepared an SRU. I've also written a dep8 test that
I've added to my Saucy SRU that I will submit to Debian.
