Why would you suggest cloud-init as a [source] package for this?
The fact that plymouth is broken is completely unrelated to cloud-init or
ubuntu use as a guest at all.
Wouldn't it be better to put this package closer to plymouth, so it is
more likely to be updated if ever needed?

I concur that the apparmor solution works. I haven't tried to figure out
if it's a race or not.
Is this an OpenStack issue or an Ubuntu issue? Sounds like OpenStack to
me.

as conffiles. While the issue of messages going missing may affect
systems other than cloud images, it's precisely the cloud images where
a) plymouth adds no value, and b) the impact of messages going missing

forget samba4, it's obsoleted by the new samba :)
samba, OTOH is stuck in proposed for other reasons, mainly bug #1250463
blocking it (AIUI) from moving out of proposed. But sssd got built
against samba-dev which was right.
