Upstream doesn't have packaging really. The packaging branch that's
there belongs to Ubuntu, it just happens to be owned by Maas
maintainers.

Our first attempt was to try and get the updated version into upstream
Debian, but the request has stalled out:

Modprobe should prefer the DKMS openvswitch module over the kernel
