The upgrade script for 12->14 for postgresql can be found in /usr/share
/bacula-director.
Does your installation use dbconfig? I believe that this should
automatically upgrade the database but if you are not using dbconfig you
will need to run this script manually.

I can't confirm this. I'm on Ubuntu 11.10 oneiric with squid
2.7.STABLE9-4ubuntu4 and the bug is still there.
I tried to start squid after networking by changing the "start on" line
in /etc/init/squid.conf to
start on (started networking)
but that doesn't help. The cache.log still says:
