After some further investigation, this bug appears to be a qemu-kvm bug.
I installed the lucid version of qemu-kvm, downgraded the domain
definition as follows:

And the domain now suspends and resumes reliably.

I agree, the patch looks reasonable. Though it would be much preferable
to kindly ask the patch author about the upstream submission, and when

I think this code is for the repomirror portion of cobbler. It mirrors
the archive repositories (using debmirror for debian/ubuntu) for distros
