If anyone is interested, windows phone is doing it in a similar way: Apps will be stopped when in background but can register special trigger for specific tasks. The executed background tasks will only receive a limited amount of CPU time and network bandwith: http://msdn.microsoft.com/en-us/libra

We've noticed a recent change in mako usage in the MP testing pool (s-jenkins). As a result of longer test suites and a possible increase in MP activity, we're seeing wait times of 4+ hours. We're investigating ways to mitigate the issue and will follow up when things are in better shape. Francis
