uhm, well count me into the users with OTA problem,
attached ota-9-atempt[1].log is output from system-image-cli -n -v
I have also attached logs from cache, hope they will be useful

regarding the issue. By setting the auto-download option to always download

Ok, this does seem a bit worrying. I'm starting to suspect there might
be some bug in the update phasing code in system-image client. I don't
know those parts too well but if you could fill in a bug for the project

The flashing process always uses the latest image, and because the images
are already on the system-image server, you can flash your phone whenever
you want, you will get the OTA-9. :)
