This is what I did (no multirom) to fix it, YMMV:
1. Press and hold power and volume down to get to bootloader.
2. Select boot to recovery.
3. Reflash with ubuntu-device-flash or use adb to do what ever debugging
you want to do, as it should now work.

You could once do that even with MultiROM when that was still handled
by system-image-cli.
At that time the commands you had to execute were:
adb shell
system-image-cli --build 0 --channel devel-proposed -v
Sadly, that does not work anymore...
Moreover, I do not even get an adb shell thi
