The Ubuntu spec is not yet finalized and I don't think there is any such
API plan for 13.10. Though there is QAudioRecorder that can be used I

I think "audio input" itself should be a system feature which is exposed by
an API. (like Androids Audio Capture [1])

I think a sounds recorder app is a very common thing that comes on
smartphones theses days but I have not seen anyone working on that. Did we
forget it as a core-app or was that intentional.
Maybe anyone for the App showdown can work on a simple audio recorder.
