sudo stop urfkill

Hello !
Since, round about, 1 Week i can not unlock my SIM card.
If i reset my phone, i get the option to unlock on startup, but after
reboot the option is not available any more.
Is this issue well-known ?
I use N4 with devel-propose channel.
