When a devices screen is off Android will put the device into deep sleep
which essentially puts the processor into a low power sleep-state. I have
found that limiting the processor to the minimum frequency when screen is
off has no real effect on sleep-state battery life. Therefore, I wouldn't

I have not explain correctly my thought. On android the "max" fréquency is
always same, effectively the cpu's frequency is not always at the max but same
with screen off she can be up to the max.
On my settings i have lock the max frequency when the screen is off to 300mhz
to limit battery usage

The frequency on Android is *NOT* always the same. It all depends on your
kernel, but on high load, your cpu will most likely ramp up to the max
allowed frequency,
