I have not explain correctly my thought. On android the "max" fréquency is always same, effectively the cpu's frequency is not always at the max but same with screen off she can be up to the max. On my settings i have lock the max frequency when the screen is off to 300mhz to limit battery usage

Dunno if I got you wrong there, but what exactly do you mean by: "on android the cpu frequency is always same (screen off or on)." ? The frequency on Android is *NOT* always the same. It all depends on your kernel, but on high load, your cpu will most likely ramp up to the max allowed frequency,
