Is the information on the UM Website copyrighted material..? I was wanting to
use the information on it (NOT the HTML coding) to use as a base for a site I'm
working on.

To utilize a Creative Commons license to the fullest extent, the material
in question has to be copyrighted. According to the website, all of the
Ubuntu Manual content is licensed under Creative Commons Attribution
Share-Alike license.

No worries, it was fairly easy to overlook, and I wasn't even aware of any
licensing information displayed on the main page until your question
prompted me to go on a search. Glad to know it's there, and that it is a
share-alike license.

when I had a discussion with canonical about the share-alike I put the
footer on to the area I use it on

To clarify, the content of the site is under the CC license that Ricky
mentioned. The PHP code behind the site is licensed as AGPL as
Patrick discovered.
If you're copying the content (text/layout), then you'll use the CC license.
