[Ubuntu-manual] Raring publication

Hi, I was wondering whether anything was blocking the publication of the 13.04 version of the manual in French. The hard work poured into it by translators to translate and make the screenshots it in a record time (kudos to Sylvie) is diminished day by day as we near the Saucy release. :-/ sincere
