was wanting to know if its ok (and advisable) to virus scan windows
partitions from a linux OS ?? (on a dual boot system)

It is perfectly fine. I suggest clam antivirus. It is available in
Ubuntu repositories.

Infact there are AFAIK SNAP servers come with commerical linux scanners
where
it scans VFAT file systems for viruses.

one i cannot get my winmodem to work on ubuntu as yet
have to upgrade kernal and pay for the conexant driver
